Reddit's report system is useless

I reported a comment from a subreddit I moderated as it was indirectly saying that it was better if the person was dead.
The reaction I got from Reddit was that there wasn't any rule breaking... why is there a report system if it doesn't work?

How does reporting content to Reddit actually work?

We had a user on one of my subreddits call another user "monkey" as well as several slurs. I did my usual report to Reddit on top of removing the comments and banning them expecting Reddit to respond to me with the typical "We have found that this user violated terms..."
Except this time that did not happen. This time i recieved the "User did not violate out terms" on each of my reports (I'm still waiting on a report response for the DM they sent me). Are the reports we submit manually reviewed or is it an AI that I'm putting my trust into, because I figured at least the slurs would result in some actions from Reddit themselves. Is there anything I can do to appeal these report results in the future and get them checked over again?
Top Comment: The initial response is typically automated. Anytime you feel the response is inaccurate, send a modmail here with a link to the reported post or comment, along with a permalink to the automated "no violation" message. Admins will review it.

Is there any way to report a user?

I noticed that a user had a username that violated Reddit’s content policy, but doesn’t have any comments or posts that clearly demonstrate the violation of the content policy in the way that the username does. How would I be able to report the user in a way that focuses on the username?

Had a user pist something very inappropriate, it was captured by automod for lack of karma; however the post was disgusting
Top Comment: Use the report button on that post and find the report topic that most closely matches the situation. Do not select the one about breaking your own subreddit rules. It can take a few days for them to get back to you. If the reply you get says that no rule was broken then escalate it by sending a modmail to this subreddit with only the words More Help in the subject line. Document everything about the situation in that modmail so a human moderator can look into it, including the "we're not seeing a problem" automated reply. This is the process that the admins ask us to follow. Good luck!

Top Comment: Here's Reddit's Content Policy which describes what Reddit prohibits. If a user's content violates policy, find the report button in the 3-dot menu to report. Reddits Content Policy items are on the first page of choices. These reports go to reddit admins. Sometimes Reddit won't agree with your reports, so realize they may have legal considerations or unseen factors in their decision.
